50-acres adjacent to Jack London Square – A transformational development opportunity
Oakland, Calif. – September 6, 2024: The Port of Oakland has issued a Request for Qualifications (RFQ) seeking a developer for its 50-acre Howard Property. Located along the Oakland waterfront, this site is a former marine terminal that has not been used for cargo vessel operations since 2013. Howard Property is adjacent to industrial operations to the west and Jack London Square—the East Bay’s top waterfront entertainment destination—to the east. The Port will consider a wide range of submissions, including maritime, light industrial, commercial, recreational, and/or water-oriented uses.

“The Port has a major opportunity to create a transformational development project that can provide critical economic benefits to Oakland and the region,” said Port of Oakland Chief Real Estate Officer Jonathan Veach. “We’re looking for development partners who will help realize the Port’s commitment to creating good-paying, local jobs for the region while fully activating the Howard Property.”

The latest RFQ comes after years of Port officials considering different ideas for the former marine terminal. In 2019, the Port entered into an Exclusive Negotiation Term Sheet with the Oakland A’s for a potential mixed-use ballpark development, which expired in May 2023. Currently, Howard Property is subject to mostly short-term property rental agreements to accommodate container parking, depot operations, and other ancillary maritime services.
