How to Apply

The Port of Oakland is committed to the success of local businesses in Alameda County and Contra Costa County as well as small businesses in the city of Alameda, Emeryville, Oakland, or San Leandro. To search for a certified business in the certification database, please open the document below (in pdf and Excel formats)

To become a certified local or small business (less than $36M for small and less than $5M for very small and located in the city of Alameda, Emeryville, Oakland, or San Leandro), please upload the following documents here.

  1. Completed CERTIFICATION APPLICATION;
  2. Business Tax Certificate/License for the current year;
  3. Business Tax Certificate/License for the prior year;
  4. Grant deed, rental/lease agreement (if month-to-month then a letter from the leasing agent and a copy of the last check paid), or federal tax form 8829;
  5. Professional license, permit, certificate, truck registration, DMV motor carrier permit required by law for doing business and issued by a federal or state governmental agency within the past ten (10) years;
  6. Three most recent years of business federal tax returns or other acceptable documentation for businesses in the city of Alameda, Emeryville, Oakland, or San Leandro that seek small or very small business certification; and
  7. Past or current contracts with governmental agencies or private entities for work performed at or from the business location.
