About the 2024 Federal Highway Administration Charging and Fueling Infrastructure Grant:

The Port of Oakland (Port) is a leader in the transportation sector for sustainability and transformative change. The Port is working to advance its strategic vision of eliminating greenhouse gas emissions and is supported by an ambitious statewide goal of achieving carbon neutrality by 2045. The Port’s 2024 FHWA Charging and Fueling Infrastructure (CFI) grant would provide much needed funding to support California’s Priority Climate Action Plan (PCAP) and achieve the Port’s and State’s emissions reduction goals.

The Port owns and operates San Francisco Bay Oakland International Airport (OAK), which is working towards a 100% decarbonization goal of Scope 1 and 2 emissions by 2040. Moreover, the Port is located along an FHWA-designated Alternative Fuel Corridor that supports installation of electric vehicle (EV) charging, hydrogen, propane, and natural gas fueling infrastructure at strategic locations along major national highways. Although there are public chargers near OAK and along Interstate 880, the expected increase in battery electric vehicle (BEV) adoption necessitates an expansion of public charging infrastructure.

To fill existing gaps in the surrounding EV charging network, provide charging access to disadvantaged communities including East Oakland, and fulfill the unmet demand for onsite charging, this application requests funds from the Community Grant portion of the CFI Discretionary Grant Program. The Project will install 150 Level 2 chargers in the OAK Daily parking lot where the public can utilize charging infrastructure for their BEVs. The project will strengthen community resilience, grow infrastructure supporting the use of zero-emission EVs, and help reduce greenhouse gas emissions over time for workers and surrounding communities.
