Local fare drives dining makeover at Oakland Airport

Oakland, CA – November 14, 2018: The Port of Oakland (“The Port”) Board of Commissioners (“The Board”) has confirmed its decision to adopt the Evaluation Committees’ recommended awardees for Four Separate Food & Beverage Concession Opportunities at Oakland International Airport:

  1. Package #1    SSP America OAK, LLC

A partnership made up of international concessionaire SSP America, Inc. (headed by Pat Murray, Executive Vice President; of Ashburn, VA); Shonda Scott, 360 Total Concept Consulting, an Oakland-based Airport Concessions Disadvantaged Business Enterprise (“ACDBE”); and local chef Nikki Shaw of Wystone Starlight Concessions, also an ACDBE partner.

  1. Package #2    Package #2 HFF Oak Venture, LLC

A partnership led by national concessionaire High Flying Foods (headed by Glenn Meyers, CEO; of Sausalito, CA); local ACDBE partners Andalé Management Group and RDJ Enterprises; plus a sub-tenancy new location for Subway, to be operated by existing local ACDBE NNF Grewal/Subway.

  1. Package #3   Soaring Food Group, LLC

Berkeley-based ACDBE Soaring Food Group, LLC led by CEO Joseph G. Cook.

  1. Package #4    Rylo Management

San Rafael-based ACDBE Rylo Management, led by CEO Gina Graziano, CEO.

Background

On May 4, 2018, the Port of Oakland Aviation Division released a Request for Proposals for Four Separate Food & Beverage Concession Opportunities (the “F&B RFP”) covering all restaurant and bar locations in Terminals 1 and 2 (T1 and T2) at Oakland International Airport. Proposals were due on July 27, 2018.

A total of 19 Proposals were received from twelve Respondents. Staff reviewed the Proposals and deemed that all met the minimum qualifications to move on to the presentation phase.  The evaluation committees, comprised of internal and external representatives, witnessed the presentations then reviewed and scored each proposal.

The long-term agreements with the current concessions operators Andalé Management Group, Inc., Gotham Foods Two LLC (operating Firewood Café), and Host International, Inc. expired on May 31, 2018. The Board voted on May 11th to extend the contracts through January 31, 2019, to avoid disruption of operations during the transition period.

Approved Concessions Packages

The four packages approved by the Port of Oakland consist of 17 units. A single unit may include multiple concepts.  Each package is briefly described below:

The approved agreements represent a significant departure from the current offerings in Oakland International Airport’s Food & Beverage Program by incorporating a greatly increased presence of local concepts. When fully implemented, the refreshed program will deliver on The Board’s desire to create a stronger sense of place within OAK’s terminal facility.  The Concessions Opportunity awardees are in contract with the Port of Oakland for a term of ten years and eleven months through December 31, 2029.  All concepts are expected to be operational by the end of 2019.
