Oakland, Calif. (February 17, 2004) - Port of Oakland's Board of Port Commissioners adopted a resolution Tuesday, February 17,2004 authorizing the Port's Executive Director to execute an agreement for the Guaranteed Maximum Price (GMP) for construction of the Terminal 2 Expansion Project (TEx). The unanimous vote was taken at the regularly scheduled Port Board meeting. Passing the resolution also means that the Port's Director of Engineering has the authority to approve the plans and specifications for the Terminal 2 Project. The GMP is approximately $110 million.
The Terminal Expansion Program will be completed in two separate phases. Phase 1 includes new baggage-and-passenger-security screening systems, a 6,000-space multi-level automobile parking garage, a renovated-and-extended concourse in Terminal 2 and additional aircraft gates. Phase 1 of the project is being administered by Turner Construction Company, the prime builder selected by the Port to construct this project. Phase 2 includes the design and construction of a new main terminal and a modern, centralized food, beverage and retail shopping area.
The Port of Oakland is ready to commence renovation of its capacity-filled airport facilities. Port of Oakland Executive Director Tay Yoshitani stated, "The overall airport development program will make a big difference to the region in terms of jobs and economic impact. This project is expected to bring 4,000 new construction and aviation-related jobs to the area, $2 billion in business revenue, $600 million in personal income and $76 million in additional state and local tax revenues annually."
Port of Oakland Director of Aviation Steve Grossman said, "Once these improvements are made, Oakland International Airport will continue to be the airport of convenience with easy access parking and more comfortable surroundings."
The Port's Director of Social Responsibility Bernida Reagan commented on what the Terminal 2 Expansion Program means in terms of social equity, "With this project we have made every effort to establish a precedent-setting program that's intended to boost employment of local workers and increase opportunities for small and local businesses. The Port of Oakland is truly committed to delivering a project that is socially responsible to Oakland residents and local businesses."
Turner Construction has submitted to the Board of Port Commissioners a Guaranteed Maximum Price of approximately $110 million for completion of this initial phase of the project. That promise includes at least 45% local business participation; of which 15% will be small local businesses. However, it appears that Turner will greatly exceed the 45% figure and realize 60% local business participation. This is well above the Port's original expectation and requirement of 30% local business participation.
Port Commissioner and First Vice President Patricia Scates commended the staff and everyone involved in the project for moving the TEx program forward and acknowledged the importance of verifying social equity relative to workforce development, "The Commission has gone through a very thorough due diligence process and is dedicated to a decision that is both fiscally and socially responsible. I want to make it very clear that all aspects of Turner's performance will be monitored and assessed to insure compliance with its commitments and promises." Commissioner Scates further assured everyone present that, "Turner's commitments will be carefully reviewed and evaluated prior to any additional contract for further construction work at the airport."
Executive Director Tay Yoshitani said, "The Port of Oakland is committed to striving for social equity in all of its business decisions. So far, we've achieved more than we anticipated with this innovative process."
