The Port of Oakland is currently recruiting for the position of Equipment Systems Engineer. Under general supervision, incumbents operate, maintain, and repair a wide variety of electrical, mechanical and plumbing equipment systems used in Port buildings and facilities. Incumbents handle any assignment related to inspecting, trouble-shooting systems, minor alterations of existing systems, overhaul of existing equipment, and new installation of minor related equipment and components. Typical duties may include, but are not limited to the following:
- Performs routine preventive maintenance and repairs on heating, ventilating and air conditioning (HVAC) control systems. Including complex computer-controlled HVAC systems such as Direct Digital Control (DDC) and computerized graphical display, and pneumatic systems.
- Performs routine preventive maintenance and repairs on high pressure boilers and hot water systems which can include taking readings of temperatures, pressure levels and flow rates on water heaters, high and low pressure boilers, heat exchanges, pumps and ancillary equipment.
- Performs water tests and chemically treating boiler, heater condenser, and cooling water.
- Maintains and repairs low voltage systems, including motors, automotive doors, master clock systems, flight indicator devices, parking lot equipment, automatic gates and similar equipment; building and ramp lighting systems, including repairing fixtures, replacing faulty ballasts, sockets, and wiring; re-lamping repairing/replacing faulty switches and receptacles.
- Operates low voltage switch gear and power distribution equipment, and performs maintenance work on large high-voltage emergency power-generating engine generator sets and high voltage motors.
- Performs maintenance and repair work on plumbing/piping systems, including valves, piping, pipe installation, gauge glasses and fittings, flushometers, basins, triturators, high and low pressure pumps, storm water pumps, sewage ejectors, sewage pumps, sewer lift stations, irrigation systems and controllers, and similar equipment.
- Maintains and repairs security systems, including passenger and luggage security systems, alarm systems and lock systems, including combinating cores, coding, making and distributing keys.
- Maintains and repairs specialized equipment, including baggage conveyors, baggage carousals, passenger loading bridges, motor-generator systems to supply aircraft ground power, vacuum systems and sound systems, including public address and paging systems.
- Performs minor maintenance and repairs and troubleshooting on elevators, escalators, and wheel chair lifts and other conveyance units.
- Operates and performs minor maintenance of miscellaneous equipment, such as mobile generators, mobile light towers trash pumps and outboard motors.
- Performs welding, brazing, burning and fabrication of equipment as necessary.
- Paints equipment systems, including related ducts, pipes and conduits and electrical enclosures in equipment rooms.
- Paints floors in equipment spaces and walls in close proximity to operating equipment.
- Maintains cleanliness of plant and equipment areas.
- Maintains legible operating and maintenance logs to write and prepare reports.
- Inspects new equipment and systems during construction/installation for quality, timely completion, and conformance to specifications and codes.
- Keeps up with the latest technology in systems and equipment.
- Participates in the development and implementation of preventive maintenance programs.
This examination is open to persons who have a combination of education and experience that would reflect possession of the required knowledge, skills and abilities. A typical combination would include the following:
Education: Graduation from high school. Training in a trade or technical school may be substituted on an equal-time basis for up to two years of experience.
Experience: Four years of experience in the operation and maintenance of the various systems in modern large public buildings and similar facilities. Experience with specialized airport and harbor equipment is desirable.
Licenses: Incumbents in this job are expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed may (will) be required to maintain a valid California Driver’s License while employed or demonstrate the ability to travel to required locations in a timely manner.
Additional Requirements: Incumbents in this classification may be assigned either to the Airport or Harbor work location. In order to comply with the security requirements of the Transportation Security Administration/Federal Aviation Administration (TSA/FAA) for incumbents assigned to the airport and U.S. Customs for individuals who have unescorted access to secured areas of the harbor, each incumbent is required to complete and pass a 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position.
In addition, the incumbent assigned to the airport may be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment at the Airport.
Required Knowledge, Skills, and Abilities (KSAs): Knowledge of the basic principles of the operations, maintenance and repair of equipment systems; odes, regulations, and practices applicable to equipment systems in Port buildings and facilities; and occupational hazards and appropriate safety precautions.
Ability to use standard tools and work practices in operating, maintaining and repairing equipment systems; inspect the equipment systems for trouble-shooting purposes and in detecting and correcting malfunctions; perform general electrical, mechanical, plumbing and specialized equipment system maintenance and repair work; interpret and work from plans, specifications and manuals; comprehend and work from oral and written instructions; learn new tasks/duties, including those related to specialized and new equipment systems as they are installed and to help train coworkers; to read work orders, repair manuals, catalogues, equipment schematics, and related documents; to detect abnormal equipment sounds, equipment alarms, and to receive information over the telephone in the midst of normal equipment room noise levels; communicate orally to carry on in-person and telephone conversations and to project over normal equipment room noise levels; exercise sound independent judgment within general policy guidelines; establish and maintain effective working relationships with those contacted in the performance of duties and to work as a team; work under deadlines and coordinate several concurrent assignments; and work with minimum supervision.
Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.
Stage II: Written Examination (Pass/Fail) - The second stage of the selection process will consist of a written designed to assess technical knowledge and any additional other KSAs.
Stage III: Performance Examination (Weighted 100%) - May consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs.
Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration. The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.
