Comprehensive Truck Management Plan
CTMP Statement of Purpose
The Port of Oakland seeks to balance its economic responsibility to manage its resources as a competitively positioned global gateway
for the United States economy, while affirming its commitment to improve the Port drayage system and its social responsibility to reduce exposure of neighboring residents to air pollution and inconsistent land-use from Port-generated Comprehensive Truck Management Plantrucking activity. Furthermore, the Port is committed to balance the needs of its customers with those of its neighboring community in an effort to improve commerce and quality of life for those living and working in and around the Port.

The Bay Area Goods Movement Program
The Bay Area Goods Movement Program (Program) is a partnership between the Air Resources Board (ARB) the Bay Area Air Quality Management District (Air District) and the Port of Oakland (Port) to quickly reduce air pollution emissions and health risks caused by freight movement along the Bay Area’s priority trade corridors. The Air District and Port will provide financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies.
Requirements & Applications for Goods Movement Program - Port/Drayage Trucks
Trucks serving ports and intermodal rail yards may be eligible for funding under the new Goods Movement Program (GMP) for funding for retrofits, repowers and new truck purchases. Port truck retrofits must apply under the GMP. See separate application and guidance here. The port truck application deadline is tentatively June 30, 2008. Funding for certain other equipment used in freight movement will be available later in 2008.
West Oakland Study
Risk Assessment
The Air Resources Board (ARB), in cooperation with the Bay Area Air Quality Management District, is conducting modeling studies to estimate the health risks from diesel exhaust in West Oakland. The Port of Oakland and the Union Pacific Railroad are providing information on their local marine and rail operations for these risk assessments. The studies are underway, with draft results expected in Spring 2008.
