  Social Responsibility
Social Responsibility at the Port of Oakland
The Social Responsibility Division (SRD) is responsible for balancing port economic development and social justice by implementing policies, programs and collaborative efforts in the local community. There are three core areas that support this vision:
  • Providing the local community with access to business and workforce opportunities;
  • Ensuring that Port contractors, vendors and tenants fulfill their regulatory compliance requirements (i.e., federal, state and local mandates); and
  • Ensuring that the Port is engaged with its community.
Social Responsibility Administration (SRD)
Social Responsibility Administration provides management direction and coordination of the Division’s strategic planning, operations and overall budget. SRD works closely with the Executive office and other Port divisions to administer and manage Federal, State, and Port policies and regulatory requirements, as well as promoting socially responsible programs that seek to balance and support the Port’s business activities. SRD’s business plan is guided by the 2007 Port Alignment Strategy.

Community Relations
In 2008, the Community Relations Department merged with the Employment Resources and Development Program (ERDP) unit. This redefined Department is responsible for administration of a comprehensive outreach program that serves to increase awareness and understanding of the Port, its projects and policies; building and maintaining cooperative and effective working relationships through partnerships and engagement; and promoting goodwill.
The following key community programs are in place to support this effort:
  1. 360° Access Program – a comprehensive workforce program (formerly known as ERDP);
  2. Maritime Aviation Project Labor Agreement (MAPLA) Social Justice Program – a collaborative partnership between the construction trades, contractors, the Port and community that encourages and provides linkages to community programs and services to local residents interested in construction industry careers;
  3. Stakeholder meetings – administration and/or support of various Port forums established to engage the community in the Port’s planning processes.

Contract Compliance
The Contract Compliance Department encourages the participation of small and local contractors, consultants and vendor businesses by ensuring non-discrimination through outreach, monitoring, education and technical assistance. As a means to achieving this goal, it has developed and is implementing the Port Local Business Utilization Policy, its Airport Concession Disadvantaged Business Enterprise (ACDBE) Program, its Disadvantaged Business Enterprise (DBE) Program, its Certification Program, and the administration and monitoring of the Port’s Living Wage Ordinance and Federal/State prevailing wage requirements as well as wage monitoring of and small business access to opportunities in the Maritime Aviation Project Labor Agreement (MAPLA).
